Summary:

The Database Administrator/Program Manager (IT) shall perform all required tasks and possess the necessary knowledge, skills, and abilities as defined in the DoD Cyber Workforce Framework (DCWF) for the Database Administrator role at the intermediate proficiency level.


Responsibilities

Essential Job Functions:

  • Administer databases and data management systems, ensuring the secure storage, organization, and accessibility of data for OHWS program operations.
  • Implement and maintain data security controls, including backup and recovery procedures, to ensure data integrity and availability.
  • Optimize database performance, analyze data capacity requirements, and recommend new database technologies and architectures to meet evolving program needs.
  • Install, configure, and maintain database management systems and software, ensuring compatibility and interoperability with existing OHWS systems.
  • Develop and implement data standardization policies and procedures in accordance with relevant DoD and Air Force guidelines.
  • Collaborate with OHWS team members, government stakeholders, and career field leaders to collect, analyze, and present data requirements for program improvement.
  • Oversee support team contractors responsible for specific software programs, ensuring adherence to contract requirements and performance standards.
  • Provide technical guidance and coaching to end-users, coaches, and managers on the effective use of OHWS technology and data resources.
  • Manage IT projects related to OHWS, including assembling and coordinating technical review teams, facilitating problem-solving, and managing project scope, schedule, and costs.
  • Prepare and present reports, briefings, and technical documentation to communicate project status, results, and recommendations to leadership and stakeholders.
  • Identify and document programmatic risks, implementing approved mitigation strategies to minimize potential impacts on program performance.
  • Assist in developing departmental plans, goals, objectives, policies, and procedures related to OHWS data management and IT operations

Qualifications

Necessary Skills and Knowledge:

  • Strong skills in Microsoft Word, Excel, and PowerPoint, along with enterprise communication tools, are required.
  • Highly organized with great attention to detail.

Minimum Qualifications:

  • Must meet minimum requirements per the assigned workforce role 421 - Database Administrator in the intermediate proficiency level IAW DoDM 8140.03 Cyberspace Workforce Qualification and Management Program.
  • Minimum Possess 7+ years of professional experience in database administration, including leading IT projects and implementing enterprise-wide database solutions.
  • Must have expertise in disaster recovery, backup procedures, and data security best practices.
  • Requires knowledge of the Government IT Certification and Accreditation process and compliance frameworks.
  • Must be proficient in IT project management, stakeholder coordination, and database integration within complex environments.
  • Project Management Professional (PMP) certification or equivalent IT Project management certification.
  • Must has a favorable Tier 3 (T3) security investigation.

Preferred Qualifications:

  • Any advanced related certifications.
