Hill International is seeking a Public Assistance Program Delivery Manager in Los Angeles, California

Support local governments and eligible private nonprofit organizations in navigating federal disaster recovery funding, primarily through the FEMA Public Assistance (PA) Program.


  • Serve as the primary liaison for applicants, assisting them in managing and navigating the FEMA PA grant process.
  • Collect, review, and organize documentation including damage assessments, financial records, and facility maintenance reports to support project eligibility.
  • Advise applicants on FEMA PA eligibility criteria and compliance requirements to ensure accurate and complete submissions.
  • Lead and support project formulation efforts, including the development of high-quality and policy-compliant Project Worksheets (PWs).
  • Collaborate with FEMA, state officials, and local applicants to resolve project-related challenges and facilitate timely obligation of funds.
  • Contribute to broader disaster recovery initiatives beyond PA, as assigned.

The salary range for this position is $108,000-$156,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
