Job Title: Project Manager IV

SUMMARY
The U.S. Army Research Laboratory (ARL) of the U.S. Army Research Development and Engineering Command (RDECOM) is the Army's corporate laboratory. It's a diverse assortment of unique facilities and a dedicated workforce of government and private sector partners make up the largest source of world-class integrated research and analysis in the U.S. Army. ARL discovers, innovates and transitions research in order to provide the best technologies for our Soldiers. ARL's program consists of basic and applied research and survivability/lethality and human factors analysis.
Manages complex projects from planning through delivery. Liaises between project members, cross-functional teams, external vendors, and other stakeholders to ensure deliverables, requirements, schedules, cost, and meeting plans fare communicated. Utilize appropriate tools to plan project timelines, tasks, milestones, and deadlines. Communicate schedule and change to all stakeholders. Plan and facilitate project meetings to align the project team to methods and goals and to track project tasks. Prepare agendas, meeting notes, and project summaries. Monitor task completion status to identify at risk project tasks and to develop mitigation plans.
JOB DUTIES AND RESPONSIBILITIES
* Plan, coordinate, direct, and design IT-related activities of the program, as well as provide administrative direction and support for daily operational activities
* Forecast costs and equipment needs for the program as required
* Stay abreast of the latest developments in technology and remain highly technically competent at all levels
* Prepare long- and short-range plans for application selection, systems development, and acquisition of the resources needed to support the team and the deliverables
* Work closely with the Program Manager to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the program
* Ensure that the project work is performed within scope, consistent with requirements, and delivered on time and on budget
* Develop and maintain project documentation, such as the Project Schedule, Project Management Plan, Communications Management Plan, Quality Assurance Plan, and Risk Management Plan
* Conduct assessments at key milestones
* Manage daily operations for all team staff and subcontractors performing work
* Work with team leads to establish quality standards, and assess the level of effort and resources required
* Communicate risks and proposed mitigation strategies to the Project Director, management, and client
* Provide QA/QC review of and be responsible for the submission of all project deliverables
* Provide QA/QC review of project documents that have been made Section 508-compliant
* Participate in weekly status meetings with client(s)
* Prepare weekly and monthly progress reports, including activities performed during each reporting period, planned activities for the next reporting period, and project metrics
* Support internal projects and initiatives and perform other duties as assigned
Education, Background, and Years of Experience
* At least ten (10) years of IT experience, knowledge, and understanding of web technologies and relational databases
* At least five (5) years of experience in managing IT-related projects, planning, designing, implementing new software applications, and managing operations and maintenance of the existing applications
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
* Strong understanding of the complete systems development lifecycle, from project inception through operations and maintenance
* Strong decision-making and problem-solving skills
* Excellent business and analysis skills
* Excellent English communication skills (verbal and written)
* Proven ability to manage several IT development and maintenance projects simultaneously
* Demonstrated leadership role in at least three successful projects that were delivered on time and on budget
WORKING CONDITIONS
Environmental Conditions
* Contractor site with 0%-10% travel possible. Possible off-hours work to support releases and outages. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
* Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
