Astrion has an exciting opportunity for Cost Estimating Analyst for the ISR/SOF contract, supporting the Air Force Division.

JOB DETAILS:

LOCATION: Wright Patterson AFB; Dayton, OH

JOB STATUS: OPEN

TRAVEL: 5%

REQUIRED QUALIFICATIONS / SKILLS

Security Clearance: Tier 3/Secret Security Clearance

Education:

Bachelor's degree or master's degree in a related field and at least 3 years of experience in the respective technical/profession discipline being performed, 3 years of which must be in the DoD

OR 7 years of directly related experience with proper certifications, 5 years of which must be in the DoD

RESPONSIBILITIES

  • Have an understanding of, and apply, Acquisition and Financial Management policies, procedures, regulations, and directives including the Federal Acquisition Regulation (FAR)/Defense FAR Supplement (DFARS), DoD Financial Management Regulation (FMR) DOD 7000.14 T, Economic Analysis (DAFI 65-501), Inflation (DAFI 65-502), US Air Force Cost and Planning Factors (DAFI 65-503), Cost Analysis Guidance and Procedures (DAFI 65-508), Economic Analysis (DAFMAN 65-506), the AFLCMC Standard Cost Process, AFPD 65-5, Economic Analysis, Operating and Support Cost Estimating Guide and MILSTD 881D
  • Experience with acquisition cost/estimating/analysis including linear regression, confidence intervals and/or learning curves employing advanced mathematics/data analytics; defining the WBS/cost estimating structure (CES)
  • Using estimating tools Automated Cost Estimating Integrated Tools, Parametric Review of Information for Costing and Evaluation "True Planning" Parametric modeling, Constructive Cost mode, Oracle Crystal Ball
  • Support the development of cost estimates for all phases of Sensors acquisition programs either independently or in concert with Government personnel, including the preparation of milestone reviews
  • Utilize automated management information systems to assist in performing fact-finding, analytical, cost and advisory functions; developing life cycle and other cost estimates, Cost and Software Data Reporting (CSDR), Business Case Analyses (BCA), Cost Benefit Analysis (CBA) and Economic Analyses (EA)
  • Support the program office in accomplishing development and production costs for annual Program Objective Memorandum (POM)/Future Years Defense Program/Plan inputs, President's budget, and Budget Estimate Submission (BES) input
  • Support the program office in analyzing Offeror's cost proposals
  • Assist in preparing, maintaining, updating and reviewing the full range of documentation for adequacy, specification/performance requirement compliance, conformity with mandatory guidance, and provide recommendations for document improvement
  • Follow the AFLCMC Standard Process for Annual Program Office Cost Estimate guide to assist in performing cost estimate planning; data research, collection and analysis; estimate formulation; estimate review and presentation and estimate documentation
  • Assist in providing comprehensive cost estimates and analyses that include all investment (development and production) and Operations and Support (O&S) costs
