Astrion has an exciting opportunity for a Subcontracts Manager.

JOB STATUS: Full-Time

TRAVEL: Less than 10%

JOB SUMMARY

The Subcontracts Manager will lead and support an internal subcontracts team, driving strategic subcontracting solutions and ensuring compliance with Contractor Purchasing System Review (CPSR) requirements. This role involves managing subcontract administration throughout the contract lifecycle, collaborating with prime contract and project leads on pricing strategies, and serving as the primary liaison between Astrion and subcontracting stakeholders. The ideal candidate will bring expertise in negotiation, regulatory compliance, and team leadership to optimize subcontracting processes and support business objectives.

REQUIRED QUALIFICATIONS / SKILLS

  • Bachelor's degree with 10-12 years of experience.
    • A Diploma or GED with 15+ years of experience may be substituted in lieu of a degree.
  • Minimum of 5 years of experience in a supervisory or managerial role.
  • Experience in subcontracts administration or procurement supporting U.S. Government subcontracts, Civil, or Commercial clients.

  • Expertise in managing and supporting proposals within high-pressure, fast-paced environments for Defense, National Security, or Civil federal acquisitions.

  • Comprehensive knowledge of negotiating and administering various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFPLOE), Cost-Plus-Fixed-Fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts.

  • In-depth understanding of federal acquisition regulations (FAR), General Services Administration (GSA) schedules, Government-wide Acquisition Contracts (GWACs), and IDIQ contract vehicles.

  • U.S. citizenship and the ability to obtain a TS/SCI clearance.

RESPONSIBILITIES

  • Oversee and manage the internal subcontracts team, ensuring effective execution of pre- and post-award subcontract administration.

  • Develop price strategies and price-to-win approaches in collaboration with prime contract and project leads.

  • Review prime solicitation packages and draft subcontract solicitation packages to support proposal efforts.

  • Act as the primary liaison for Astrion, facilitating strategic discussions, solution development, and team workload management.

  • Negotiate subcontract agreements, ensuring proper incorporation of prime contract flow-downs, company policies, and agency provisions.

  • Prepare and implement small business subcontracting plans in alignment with proposal requirements.

  • Ensure subcontract files comply with CPSR requirements and the Astrion Procurement Manual.

  • Maintain clear and effective communication with internal and external stakeholders to support successful subcontract execution.
