Overview

The Payroll Manager contributes to the Foundation's profitability and protects its assets by coordinating and managing the payroll function.

Responsibilities

The Payroll Manager plans, organizes, leads and controls activities of direct and indirect reports by:

1) assigning backup responsibility

2) monitoring areas for internal control

3) performing problem resolution

4) performing performance appraisals and hiring employees.

  • Responsible for all activities in the payroll function.
  • Ensures timely and accurate payments to employees and maintains accurate records and control reports.
  • Responsible for supervision of payroll staff.
  • Oversees the day-to-day operations of the group.
  • Liaison for the payroll department with other Foundation departments and external agencies.
  • Interprets internal control needs for the payroll functions.
  • This includes working with internal and external auditors, planning audit preparation, implementing solutions to identified problem areas, and interpreting existing controls as required.
  • Responsible for all payroll federal and state regulatory reporting.
  • Monitors federal and state regulatory requirements that impact payroll.
  • Plans, performs and coordinates maintenance for payroll systems.
  • Developing and upgrading systems as required and evaluating new system needs.
  • Routinely evaluates processes for potential improvements and efficiencies.
  • Ensures that proper training and cross training are available.
  • Managing, funding and reconciling 457 and 451 plans.
  • Reconciles multiple payroll liability accounts and post G/L journal entries related to payroll.
  • Establishes appropriate checks and balances to safeguard Carle assets.
  • Work with HR on incentive bonus calculations and processing.
  • Compile and provide compensation information for the IRS 990 tax returns, worker compensation policies, cost reports, budget and for various surveys, etc.
  • Upload and process various routine and nonstandard deductions and earnings files (i.e. paid leave donations for United Way and I Give, various bonuses, etc.)
  • Develop and publish payroll calendars.
  • Manage year-end processes (i.e. W-2s, tax filings, social security number verification, etc.).
  • Prepare year-end pension spreadsheet and audit reports.
  • Prepare and manage the payroll documentation and training materials on Click.
  • Periodic review of Carle Policies and Procedures related to Payroll.
  • File Federal and State payroll tax returns.
  • Provide payroll data for Medicare cost report preparation and 990 tax returns.

Compensation and Benefits

The compensation range for this position is $43.59per hour - $74.97per hour. This represents a good faith minimum and maximum range for the role at the time of posting by Carle Health. The actual compensation offered a candidate will be dependent on a variety of factors including, but not limited to, the candidate's experience, qualifications, location, training, licenses, shifts worked and compensation model.
