Assistant Director- Supply Chain (Pharmacy)

Scope of Position

The Ohio State University Wexner Medical Center (OSUWMC) Department of Pharmacys mission is to improve peoples lives through pharmacy practice innovation, comprehensive medication education, and collaborative clinical and practice research. The Pharmacy Manager- Shortages and Contracting leads and manages all pharmacy drug shortage management activities and contract optimization strategies. The scope of responsibility supports a $1B drug budget across The Ohio State University Wexner Medical Center, The James Cancer Hospital, and OSU Physicians, Inc. In this role, the Pharmacy Manager maintains functional expertise, leads and participates within appropriate hospital or departmental committees, provides direct supervision of pharmacy sourcing staff, maintains liaison with external Group Purchasing Organizations and supports the strategic priorities of pharmacy sourcing.

Position Summary

This position is responsible for developing and implementing policies; assists in the development of operational strategy; translates strategic plans into operational plans and guides their execution. The Pharmacy Manager is responsible for ensuring compliance with regulatory frameworks elements surrounding drug purchasing including DSCSA, 340B, Ohio Board of Pharmacy, DEA and GPO Own Use. Interacts frequently with managers and stakeholders concerning projects and operational decisions; educates staff in various facilities outside the scope of the Department of Pharmacy on policies, practices, and procedures related to pharmacy procurement. Must possess strong planning skills and problem-solving skills. Must possess strong oral and written communication skills to effectively interact with senior management team, internal supply chain stakeholders, external vendors and suppliers, and federal and state governing bodies. This position is also responsible for supervising PharmD students, residents, , buyers, and providing educational programs for providers, nurses, and pharmacy staff.

Duties and Responsibilities

(40%) Drug Shortage Management

  • Coordinates pharmaceutical drug shortage management processes including surveillance, inventory assessment and shortage mitigation strategies.
  • Leads weekly Departmental drug shortage meetings and coordinates ad hoc meetings addressing acute shortages.
  • Coordinates implementation of drug shortage mitigation strategies with information technology, clinical and operational leaders.
  • Initiates Departmental communications regarding drug shortage risk mitigation and maintains Departmental Drug Shortage database.
  • Maintains, and establishes, where necessary, electronic pharmacy systems for purchasing, receiving and inventory control of pharmaceuticals.
  • Coordinates the development and implementation of purchasing specific policies and procedures.

(20%) Contract Compliance/Optimization

  • Establishes relationships and maintains liaison with GPOs (Vizient, VitalSource) and individual suppliers.
  • Monitors established market share agreements and committed program agreements.
  • Coordinates the assessment of sourcing opportunities through OSUs Vizient Pharmacy Aggregation Group, The Strategic Sourcing Solution (TS3). Leads the implementation of TS3 initiatives across all OSU entities.
  • Monitors purchasing compliance of all GPO segments; implements corrective actions as necessary to ensure contractual obligations are met.
  • Assesses various GPO drug utilization benchmarking tools to identify operational and clinical improvement opportunities.
  • Interfaces with external purchasing analytics platforms to identify and implement NDC conversion opportunities.

(20%) Clinic Drug Distribution Compliance

  • Coordinates all aspects of pharmacy purchasing across ambulatory clinics. Must work in cooperation with the site pharmacy leaders, buyers, technicians and support staff.
  • Maintains a working knowledge of the 340B Drug Pricing Program. Ensures all purchasing and inventory management procedures comply with 340B Program requirements.
  • Ensures clinic purchasing operations align with Ohio Board of Pharmacy, DEA and GPO Own Use requirements

(10%) Personnel Management

  • Provides direct oversight of staff supporting procurement including Sourcing Managers and Buyers
  • Responsible for performance evaluation and establishment of individual goals

(10%) Teaching/Training/Educational Activities

  • Provides ongoing training and education regarding pharmaceutical supply chain topics to internal and external stakeholders.
  • Acts as a preceptor to pharmacy students, residents, and others in training.

Minimum Qualifications

For Hire:

  • Registered Pharmacist in the State of Ohio
  • B.S. in Pharmacy or Doctor of Pharmacy degree (PharmD) required
  • Advanced administrative degree (M.S., MHA, MPH, MBA) preferred
  • 0-3 years of pharmacy management experience required
  • Post-graduate residency training and a track record in scholarship and teaching preferred

Job Relationships

Supervisory Responsibility: Supervises certain Buyersresponsible for purchasing operations. Provides information relative to staff performance for use in performance evaluations for pharmacists in the area. Documents and discusses inadequate performance with the above individuals when appropriate.

Contacts: Daily contact with buyers, pharmacy directors, managers from other health care professions, pharmacists, pharmacy technicians, pharmacy residents. Weekly contact with administrative personnel in the Pharmacy Department.

Responsible to: Director of Pharmacy, Business Operations

  • Simultaneously perform multiple functions
  • Regularly obtain medications from stock.
  • Maneuver in any direction (i.e. obtaining medications from various heights (floor to 8'), obtaining supplies, preparing IV admixture)
  • Constantly handle by seizing (i.e separating IV admixtures, grasping syringes, and other supplies, opening medication packages, answering telephones)
  • Manipulate objects (i.e. working with unit dose pharmaceuticals, dialing telephone, manipulating syringes and other pharmacy supplies, packaging pharmaceuticals, using a typewriter, computer keyboard)
  • Produce clear, intelligible speech 100% of the time (i.e communication with hospital and pharmacy staff)
  • Understand verbal communication 100% of the time (i.e. communication with hospital and pharmacy staff)
  • Walk and/or push a cart for an extended period of time (i.e. delivery of medication to all nursing units)

Work Environment

The work involves risks or discomforts which require special safety precautions, additional safety education and/or health risk monitoring, e.g. working around moving parts, carts, machines; working with sharps (i.e. needles, syringes, etc.), medications (i.e. chemotherapy, antibiotics, ionizing radiation, etc.), chemicals (i.e. laboratory and/or cleaning agents).
